The purpose of the Invitation for Proposals is to identify eligible non-governmental organizations for prospective partnership with the UNFPA Country Office in the Republic in Moldova to support achievement of results outlined in the UNFPA 2023-2027 Country Programme for the Republic of Moldova.

Proposals received after the date and time may not be accepted for consideration.

Question 1: Can we find any additional guidance/ existing UNFPA guidelines to support us with filling in the ‘ngo profile programme proposal template’, in addition to what is specifically mentioned in the Invitation for Proposals? Is there any specific Logframe template available for partners that should be used, besides what is incorporated into the proposal template?
There is no specific Logframe template available, besides the template presented in the call. Each of the sections of the application include short guidance. Question 2: Are there any additional guidance/ guidelines available on the ngo/partner budgeting, including match fund requirement by the ngos/partners? Any specific guidelines on procurement, logistics and asset management, and staffing? Are the organizations expected to submit a budget for 1 year or for the total of 5 years ? Considering the current inflation in country, will it be considered favorable for partners to build the budget in consideration with the current inflation rates?
The purpose of this proposal is to provide the following information: a) overview of the NGO, b) an outline of the programme the NGO is proposing to support the implementation of the UNFPA Country Programme 2023 - 2027 and c) provide UNFPA with sufficient evidence to show it meets the criteria outlined in section 3.2 of the Invitation for Proposal. At this stage no budget information is required.
Selected NGOs will be invited to enter into an implementing partner agreement with UNFPA and the annual work plans and budgets will be discussed and negotiated bilaterally after the selection process.
With reference to the specific guidelines on procurement, logistics and asset management, NGOs shall apply national rules and regulations.
Question 3: Is a consortium of INGO registered in Moldova eligible for this proposal or not?
While the consortium of INGOs could apply, the application shall be submitted on behalf of one organization registered in Moldova, as the assessment will be done based on criteria applied to the organization.
Question 4: Does the UNFPA sustain life-skills-based entrepreneurial education or only education based on sexuality education programmes?
The UNFPA supports young people through different streams. While being focused on supporting the young people developing life skills through sexuality education programmes, we also work to support them in developing skills that help the young generation become active and engaged citizens, but also developing skills that can help them enter the job market (soft skills), etc.

Question 7: Can you please inform if NGO registered on the left bank of the Dniester river (in Tiraspol) can apply for Proposals to identify eligible non-governmental organizations for prospective partnership with UNFPA Country Office in the Republic in Moldova to support achievement of results outlined in the UNFPA 2023-2027 Country Programme for the Republic of Moldova?
Eligible NGOs for this call should have a legal status issued by the competent governmental structure of the Republic of Moldova.
Question 8: Are joint proposals allowed in this invitation for proposals?
This is a call to identify eligible non-governmental organizations for prospective partnership with the UNFPA Country Office in the Republic in Moldova to support achievement of results outlined in the UNFPA 2023-2027 Country Programme for the Republic of Moldova. While joint proposals are allowed, the application shall be submitted by one NGO as the selection criteria will be applied per organization. Please note that this is not a call for a project, but rather a call for partnerships with NGOs. Selected NGOs will be invited to enter into an implementing partner agreement with UNFPA and the annual work plans and budgets will be discussed and negotiated bilaterally after the selection process.
