Analyzing the progress made so far, the authors of the research aimed to assess how perpetrators are treated, primarily addressing gaps and deficiencies in the design and implementation of measures targeting domestic abusers. Since the Republic of Moldova has voted for the direct application of the Istanbul Convention to ensure an intersectoral intervention in cases of domestic violence, authorities should establish high-quality specialized programs for perpetrators (Article 16: "Preventive Intervention and Treatment Programs").

The recommendations in this study focus on strengthening the capacities of institutions responsible for providing and developing programs for perpetrators, ensuring justice, and enhancing awareness initiatives to combat violence against women and domestic violence, in accordance with the standards set by the Istanbul Convention.
