The United Nations Population Fund and the Institute of Public Administration, State University of Moldova signed a Memorandum of Understanding for 2023-2026. The document provides capacity building and training of civil servants by integrating a new course into their continuing professional training program to use demographic data, including population forecasts, in planning inclusive policies at the national and local level, considering population trends and public service needs.
The parties will cooperate in the following fields of activity:
- Strengthening institutional capacity in the field of demographic data, active aging and population projections;
- Development of the curriculum for a new course "Governance based on demographic data and the integration of the principle of active aging in sectoral policies", including course support;
- Integration of the new course within the continuous professional training programs of civil servants;
- Ensuring periodic training on the use of data for public authorities, as part of the continuing professional training programs of civil servants.
The Memorandum of Understanding between the two entities will be implemented within the project "Strengthening governance based on reliable and disaggregated demographic data for central and local authorities" implemented and co-financed by UNFPA and financed by the Swiss Agency for Development and Cooperation. The aim of the project is to regulate and produce reliable demographic data and official demographic forecasts to inform central and local authorities in effective policy and budget planning and development.
The project is part of the SDC program "Valorizing the potential of migration in the Republic of Moldova", phase III, to which UNFPA joined in 2023, and which is implemented in partnership with the State Chancellery of the Republic of Moldova / Bureau of Diaspora Relations and the Program United Nations for Development (UNDP Moldova).
