This is the first step in developing an integrated package of violence response services in line with the country's national programs and international commitments, which aim to reduce cases of violence to zero.

The analysis will include the following components:

  • Identifying types of organizations/institutions working in gender based violence (GBV) in the Republic of Moldova;
  • Identifying interventions/projects/services provided to women, adolescents, older persons, persons with disability, and families with a GBV marker;
  • Marking geographical areas of interventions at national, regional, and district levels.

Furthermore, the mapping will describe the existing response services for survivors of GBV and groups at increased risk of GBV by looking at six key components that reflect the situation of GBV work in the Republic of Moldova in a structured and standardized approach, taking into consideration the fluctuation of these elements between development and humanitarian settings. The components are:

  1. Coordination among GBV stakeholders: identifying existing coordination mechanisms and indicating their effect on the implementation of programs and interventions;
  2. Policy development: mapping GBV-related legal framework, policies, plans ofaction, strategies, and Standard Operating Procedures (SOPs) including emergency and scale-up mechanisms;
  3. Response services: detecting types of existing GBV services for survivors of GBV and groups at increased risk of GBV (online and offline) including, but not limited, to health care and response to sexual violence, psychosocial support, case management, legal aid, shelter for survivors of GBV, helplines, security and protection, social protection, and economic empowerment;
  4. Capacities: drawing a general picture of development and humanitarian interventions, assess the sensitivity, awareness, knowledge, and attitude of human resources within existing services;
  5. Process of detection, response, and referral mechanisms: identifying interventions that develop and improve multisectoral GBV case management approaches, protocols, and referral pathways and their
    guiding operating procedures;
  6. Accountability: examining interventions addressing GBV Information Management Systems and Complaints, Response, and feedback mechanisms as well as GBV research and rapid appraisals during emergencies.

For the first time, the document will also contain the perspective of survivors of violence, refugees from Ukraine, but also how accessible the response services are and how they react in crisis situations.

A first working meeting on the methodology used was held at the Ministry of Labor and Social Protection, with the participation of representatives of UNFPA and UNHCR - the development partners supporting this national process.

The data is to be collected nationally between August and November, with the involvement of a sociological company, in partnership with the Gender Centre.
