Background

UNFPA Moldova CO is looking for a Project Officer.

The Project Officer is located in UNFPA Moldova CO and reports to the UNFPA Programme Analyst on Youth.

Background Information:

The “Joint Fund for developing youth services for young people, including those most vulnerable” is a common Programme of the Ministry of Education, Culture and Research of the Republic of Moldova and UNFPA, United Nations Population Fund for the period of 19 December 2017 – 31 December 2022, based on the Co-financing Agreement signed on 19th of December 2017.

As part of the UNFPA, United Nations Population Fund in the Republic of Moldova 3rd Country Programme 2018 – 2022 and National Strategy for Development of Youth Sector 2020, UNFPA and the Ministry of Education, Culture and Research of the Republic of Moldova are partnering to increase availability and quality of youth friendly services at local level, with focus on most vulnerable young people.

As part of this partnership, UNFPA and the Ministry of Education, Culture and Research will:

  1. Improve institutional capacity of Youth Centers in facilitating young people engagement, youth services availability and community participation.
  2. Improve the quality of services provided by Youth Centers, including outreach services to reach the most vulnerable groups of young people.
  3. Improve the monitoring and evaluation mechanism, in particular data collection system on young people at the local level and use of disaggregated data, including on adolescent sexual and reproductive health, in decision making by Local Public Authorities.

Under the guidance and direct supervision of the UNFPA Programme Analyst on Youth, the incumbent provides effective and efficient management of the project through a range of actions contributing to the design, planning, management and monitoring of project activities.

The Project Officer applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNFPA rules and regulations. He/she is responsible and accountable to the UNFPA and Ministry of Education, Culture and Research for the project results.

The Project Officer will communicate with the representatives of the Ministry of Education, Culture and Research to ensure the implementation of the project in alignment with the Ministry on-going reforms in the youth sector. The incumbent also facilitates the work of implementing partners and consultants related to the Project.

The incumbent is expected to exercise full compliance with UNFPA programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Main Tasks & Responsibilities:

The Project Officer in close cooperation with UNFPA Programme Analyst on Youth will ensure achievement of programme results (commensurate with the scope of the Project) applying results based management principles. More specifically: 

  1. Ensure the timely and efficient delivery of Project outputs and products leading to the achievement of expected results;
  2. Within the strategic framework concerted with the national counterparts, prepare work-plans reflecting the scope of activities, timing, sequencing, cost and other inputs for the implementation of the Project activities;
  3. Be responsible for the implementation of the Project work plan according to indicators for achieving planned results, as well as for the overall management of the Project in accordance to prevailing UNFPA rules, regulations and procedures;
  4. Apply human rights and gender equality principles in programme planning, implementation, evaluation;
  5. Liaise with the national counterparts, donors, and the UNFPA office to ensure that Project results are achieved and Project resources are managed efficiently and effectively;
  6. Be the main contact person for communication with Ministry of Education, Culture and Research – the co-financer of the Project;
  7. Present work-plans, periodic narrative progress reports and expenditures status reports to the Ministry of Education, Culture and Research and UNFPA Country Office, anticipating and flag any deviations from the work plans immediately, and presenting for consideration solutions for resolving complex project-related issues;
  8. Build partnerships with local public authorities, civil society organizations and other actors from the youth field. Promote and support ownership of Local Public Authorities in strengthening youth centers;
  9. Ensure the effective management of human resources pertaining to the Project, including both staff, consultants and short-term experts; conduct periodic performance appraisals; build, lead and motivate a solid team of professionals; validate terms of reference for international and national consultants;
  10. Manage efficiently the financial resources of the Project, including budgeting and budget revisions, as well as expenditure tracking and reporting;
  11. Perform necessary operations in Global Programming System module in ATLAS;
  12. Lead and coordinate the organization of meetings, workshops, conferences, trainings, study tours and related activities relevant to the implementation of the Project;
  13. Identify key performance indicators as well as develop and maintain a monitoring system to ensure effective information sharing, provision of feedback and elaboration of top quality progress reports;
  14. Ensure high quality information and visibility of the Project activities to the mass media and stakeholders;
  15. Coordinate advocacy strategies within the project by compiling and synthesizing relevant background materials, drafting project summaries, articles, publications, speeches and presentations for delivery via journals, meetings, public events and in other fora;
  16. Contribute to creation and sharing of knowledge, by synthesizing and documenting findings, success stories, best practices and lessons learned within the implemented Project, to share with colleagues and partners, at the local and national levels;
  17. Perform any other duties connected directly with the implementation of the Project as required.

Qualification & Experience:

Education: 

  • Master’s Degree or equivalent of five years’ University Degree in education, youth development, public health, public management, population studies, law, and/or other related social science field.

Knowledge and Experience:

  • At least 3 (three) years of progressive working experience in the design, management and implementation of projects and/or working in a relevant position to this post.
  • Experience in social and/or youth policies and development area would be a distinct advantage.
  • Prior experience in development assistance or related work for a donor organization, governmental institutions and/or NGOs, is a very strong advantage.
  • Extensive experience in managing a multidisciplinary team.
  • Strong interpersonal and organizational skills.
  • Proficiency in current office software applications and corporate IT systems.
  • Knowledge of ATLAS / PeopleSoft or other ERP system is an asset.

Languages:

  • Fluency in English and Romanian is required.
  • Working knowledge of one or more additional languages relevant for Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.
