Scope of work:

UNFPA Moldova Country Office is looking for a National communication consultant on
population data.

The overall scope of the assignment is to support the UNFPA project team working in the field
of population data to communicate the projects results and ensure visibility on social media. The
projects are focused on the work with the National Bureau of Statistics in the revision of usual
resident population number, estimating international migration financed by the Swiss
Cooperation Office in Moldova and UNFPA and the development of an informational system on
“Population and Migration Statistics” financed by the India – UN Development Partnership Fund
through UN Office for South-South Cooperation.

The communication consultant will assist the project staff in:
a. the development of the concepts of public events related to presentation of the revised
population number and estimated migration;
b. coordinate the development of informational materials related to the impact of the revised
population and migration estimates and how it need to be applied throughout the policy
framework at central and local levels;
c. build partnerships with local (rayonal) mass media to facilitate the publication of articles
on the impact of revised population numbers on budget planning, health & social
services;
d. draft press releases on project achievements and coordinate them with all involved
stakeholders;
e. advocate on the projects needs and report on project results in a visually appealing and
user-friendly manner for the general public and provide visibility of the NBS work and
the support provided by UNFPA, SDC and India UN Development Partnership Fund to
the National Bureau of Statistics.
Duration: 01 July 2021 – 31 December 2021, (45 full working days)
Required qualifications:
Academic Qualifications:
 University degree in communication, journalism, social policies, sociology or any other
relevant area.
Years of Experience:
 At least 5 years of experience in project communication, especially in the social field,
involving Government, NGOs or development partners.
 Previous experience in working with the National Bureau of Statistics, Ministry of
Health, Labour and Social Protection or State Chancellery will be a distinct advance.
Languages:
 Fluency in Romanian and good knowledge of English is required.
 Knowledge of Russian is an asset.

the work and providing response to each qualification criteria;
 Duly completed and signed P11 form including past experience in similar assignments
and at least 3 reference names;
 Copies of academic diplomas.
