Background

 

Scope of work:

The UNFPA Moldova Country Office is looking for a Team of 3 National Consultants:

  1. one professional in the field of Primary Healthcare;
  2. one professional in the area of Cytology and Histopathology Laboratory Services, and
  3. one professional in the area of Gynaecology and Colposcopy Services

to revise and update existing in force National Standard Operating Procedures (SOPs) and Performance Indicators for Cervical Screening Services (Pap smear taking at the primary healthcare level, cytology and histopathology services, colposcopy services).

The National Standard Operating Procedures for Cervical Screening Services (approved by Ministerial Order nr.533 as of 25 June 2015) and Performance Indicators, will be revised and updated in Romanian version, to be split also in 3 separate SOPs on Cervical Screening:

  1. SOPs for PHC on Cervical Screening (Pap smear taking), including Performance Indicators;
  2. SOPs for Cytology & Histopathology Services on Cervical Screening, including Performance Indicators;
  3. SOPs for Colposcopy Services on Cervical Screening, including Performance Indicators

The contracted Team of 3 National Consultants (one professional in the field of Primary Healthcare, one professional in the area of Cytology and Histopathology Laboratory Services, and one professional in the area of Gynaecology and Colposcopy Services) - will conduct meetings with representatives of the Ministry of Health, Labour and Social Protection, as well as of the National Public Health Agency and other relevant institutions from health sector, to discuss specific needs for revision and updating existing in force National Standard Operating Procedures and Performance Indicators for Cervical Screening Services. Based on the discussions held, the National SOPs for Cervical Screening Services and Performance Indicators will be revised, updated and split in 3 separate documents.

Required qualifications:

  • Advanced professional degree in General Medicine, Public Health, or other related fields (Master degree or higher) is required;
  • At least 2 years of proved relevant work experience in the field of Primary Healthcare/Family Medicine, or Cytology and Histopathology Laboratory Services, or Gynaecology and Colposcopy Services, is required. Experience in Cervical Screening will be considered as an advantage;
  • Previous proved experience in developing/ revising policy documents, clinical guidelines, protocols in the area of Sexual and Reproductive Health and Rights is required;
  • Prior experience of working with UN Agencies and familiarity with UNFPA’s work and mandate, would be an asset;
  • Excellent analytical, writing and reporting skills, are required;
  • Fluency in Romanian and Russian, as well as working knowledge of English is required. Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language, would be an asset;
  • Excellent computer skills (especially MS Office applications) and ability to use information technology as a tool and resource, is required.
